I know that if he refuses to leave, I would have to get the marshall involved, which would bring negative attention to my home, but can I lock him out legally if he refuses to leave peacefully? He's already been arrested for insurance fraud by torching his vehicle and a number of other illegal activities. I simply want him out without a confrontation or having to throw him out by force.

You should check your state's law. Illegal lockout can go against you in court and you will be fined a hefty sum. You must follow the eviction through to court.
There should be a date on the eviction notice stating a certain date he has to be out by. If he is not, then you call the law. Changing the locks may put you in a legal situation and surely will not stop a confrontation.
You can, but not in a legal sense. You are supposed to get an official notice of eviction served to him.
However...if you know that he is manufacturing drugs on the premises, then call the police, explain the situation, and ask them to escort you on an inspection of the premises. As the landlord, you should be able to legally enter. Have the officer stand outside. If you see drugs, tell them that there is probable cause to believe that the law is being broken, and ask them to enter.
Hard way: File an eviction letter and wait months
Easy way: Itching powder on the bed for a few nights then come in and say the city has detected a bed bug infestation and you need him to take his stuff out because you have to fumigate the place. If he comes back keep putting the itching powder down, when he complains that the bugs are still there say you'll send somebody next week. He'll get sick of it PDQ.
The fact that he's making illegal narcotics and participating in insurance fraud has nothing to do with you changing the locks on th the house.
If he's been served with an eviction notice, you should probably see an attorney before you do anything -- because anything you do, until the judge orders him to vacate the premises, could seriously damage your ability to get him legally evicted.
The law isn't necessarily a do-it-yourself venue, sometimes, professional assistance is needed.

my dad moved out and my mom would like to change the locks. they are currently still married - how long does she legally have to wait to do so.

Depending on states. I have heard in the state of GA you have to wait 30 days. If they have established residency and have bills coming to that house with their names on it they have 30 days to collect all of their stuff when moving out.
It seems though if the house is in her name only then she should be able to change the locks at any time. She will however have to allow him time to pick up his stuff and not deny him of entering to get his stuff.

No waiting required. Have a locksmith come out and change all the locks whereas one key fits all. That really makes life much easier than having many keys. If you have an automatic garage door opener, change that code as well.

Enlarging the hole with a hole saw, or any other way, is pretty much impossible; you just will never get the backset right, and the deadbolt will surely bind. Locksmiths have jigs for doing the job, but the tool is way too expensive for one time use.
My suggestion to you is to get a small piece of 1/4 inch plywood (approx 12%26quot;X12%26quot;) and clamp or screw it firmly to the door with one edge of the plywood aligned with the edge of the door. Measure and mark on the plywood as you would for an installation on a new door. Now you will have a mark at the center of the cross bore. Use your 2 1/8 hole saw with a mandrel to cut through the plywood, and into the door. Now you have a one time use jig to guide the hole saw through the right spot. When you are measuring, use a square to make sure the horizontal line through the cross bore matches the horizontal line of the edge bore.

I had a rent dispute with my landlord over work I performed for him that was suppose to be applied to my rent. I went out of town over the Independence weekend. Apparently, my neighbor told the landlord I was going to be gone for the weekend. I returned Monday evening to find the locks changed. Since I have occasionally locked myself out of the house I climbed through my patio window to gain access to the unit. To my surprise, I found almost half of my possessions gone. The landlord then apparently called the police and told them I broke into the apartment. The police made him give me keys to the apt, and told him that if he wanted to evict me he had to go through the courts. Well, I was served later in the week with an eviction notice.
In the eviction notice he states that I was three months behind in my rent. Not correct. I paid cash for the rent, and had receipts. But now they are gone, he took them when he stole my stuff. I have subpoenaed the neighbor to show up in court (he knows the landlord illegally changed the locks, and took my stuff), but how am I going to prove that my rent was paid, and how am I going to get my stuff back?

You really could save alot if you do it yourself. Just go to a hardware store and ask for the looks to be keyed alike. So you can use the same key with all the locks.

My guess - $250 installed if they completely replace the locks, half that or less if they just replace the key cylinders.
