Depends on the laws of your unknown country, and if it's a Federal country on the laws of your unknown State or Province.

I don't know why someone would think %26quot;at your earliest convienence%26quot; or %26quot;not until you move%26quot; when the freaking landlord OWNS the place, of course he is legally obliged to have a set of keys in case of an emergency; he just can't go in without your permission unless it's said emergency.
You CAN'T legally change the locks without EXPRESS permission from your landlord. If I were the landlord, you would not get permission to change the locks, but I would probably be willing to have them changed. In that case, I would have the new key before the lock was changed.
